I am not 100% sure, but UDP:1900 seems to be used for internet protocol (at least).
When monitored by a firewall, which detects connection requests on ports, I get in the log, that UDP port 1900 is accessed.
For LAN play I am unfortanelly not sure, since this option is grayed out (hence IPX support must be installed or something like this)...

Regarding the activity on the Jowood forum, it always was modearate to very low...
Hence at the time as map editor became available, the maps were being heavy created/discussed/commented.
That is still not all ...

Jowood forum is not active as much, as Jowood gave up Traffic Giant a long time ago, and focused on Transport Giant instead.

In German forum:

1) http://forum.jowood.com/showthread.php? ... t=netzwerk, it is stated, that ports 1900 and 2300 must be opened for sure.
Of course, should there be a firewall, "vg.exe" must be granted access to the LAN/Net.

They also state later the ports:

This game has great graphic, but horribly buggy code (unfortanelly)...
