I wouldn't know about German directors, but some dude was born in Zweibrücken which is certainly West Germany. Any close?

Nope, but you'll know the director as he is active in Hollywood. His movies did often deal with water. And water is something the city is fomous for in some case...

I'd have guessed somewhere in northern Germany, but "further from Moscow than Arnhem is" means it's got to be Dutch, really. Or Belgian, I suppose. Dunno, looks Dutch to me.
